Unified Carrier Registration Plan Agreement for Registration Year 2008
The UCR Agreement applies to the following types of operations of PASSENGER and PROPERTY in INTERSTATE commerce:

- Motor private carrier
- Freight forwarder
- Broker and
- Leasing company

Who is subject to UCR?
If you have commercial vehicles that operate in interstate (across state lines) or international commerce, over 10,000 pounds, regardless of the type of vehicle registration or type of operation, you should have a USDOT number. You are also subject to the Unified Carrier Registration (UCR) Program.
What if I dont pay the UCR fee?
Failure to pay the UCR fee will hurt your business. If you cross into a UCR participating state without having paid your UCR fee, the state and its USDOT officers will pull your trucks immediately off the road. They will not release your trucks until your UCR fees are paid. You will also be subject to additional fines and penalties. The damage and cost to your business will be detrimental. Why risk hurting a customer relationship or subject your business to an unnecessary claim by not paying your UCR? Complying with the UCR legal requirement will help you avoid serious harm to your business and your customers.
What is a Commercial Motor Vehicle?
A commercial motor vehicle is defined as a self-propelled or towed vehicle used on the highways in commerce principally to transport passengers or cargo, if the vehicle: has a gross vehicle weight of 10,001 pounds or more; is designed to transport 11 or more passengers (including the driver); or is used in transporting hazardous materials in a quantity requiring placarding.
For example, if you have one tractor and two trailers, you have three commercial motor vehicles subject to UCR.
Is UCR a one-time requirement or is it reoccurring?
The UCR application and payment of fees is required annually.

If you were operating during 2007 but did not complete the UCR requirement, you will be required to complete both 2007 and 2008 filings at this time.
How do I apply for UCR?

What do I carry in the vehicle as proof I have complied with UCR?
No credential is issued for UCR. Safety enforcement personnel will verify through the Federal database that you have met the requirement. SunCoast Trucking Compliance Inc., will provide a receipt from the UCR program to you for your records.
I have a USDOT number so why didnt I get the 2007 or 2008 UCR application in the mail?
If you did not receive the 2007 or 2008 notifications, it may have been one of the over three-thousand 2007 notifications that FMCSA received back as undeliverable. Likely meaning your information listed on the FMCSA Safer System has not been updated. Please contact SunCoast Trucking Compliance Inc., we can quickly correct your Safer System data for you, the charge is $25, we will require your USDOT Personal Identification Number (PIN) to do this, if you do not have one or cant find your letter, we will order one for you at no additional charge.
